Background
The Poverty Alleviation program
is now being implemented since September 1997, and it is currently undergoing
its second phase of implementation. After in fact the first phase that lasted
three years, the outstanding results and the great appreciation of the
Counterpart, the Ministry of Insurance and Social Affairs (MISA), to requested
an extension of the program in Giza and its the replication of the program in
the in Governoraarte of Minia in upper Egypt.
Executive Summary
The present report refers to activities carried out during of the period from January to June 2002. The usual activities in Giza of the Revolving Fund and the Guarantee fund have continued besides the non-financial activities that have continued and increased. As far as Minia Governorate PAP branch, the implementation of the program has continued with the selection of other 4 CDAs.
In
this report activities
and achievements
have been divided in to three
broad groups as
follow:
a.
Revolving fund
The core of the PAP is the
credit schemes, Revolving Fund and the Guarantee Fund (refer to SECDA Activities
Report).
Since the beginning the
Program transferred to the 12 Community Development Associations (CDAs) of Giza
the amount of 4.729.500 LE. Up to June the CDAs, of both Giza and
Minia, disbursed 12.487 11.116 loans, allowing the initial fund to revolve
reaching the value of with a value of LE. 25,705,995.
The Overall repayment rate is
98%. SECDA with the Guarantee Fund disbursed up to now 1381 loans for the total
value of 16,233,281 LE.
Furthermore in order to cope
with the increased workload a new field officer has been hired in each CDA.
Besides a new incentive scheme has been designed to include the new worker.
b.
Non financial
activities
The non-financial activities
aim at reinforcing the result of the core component of the program, the
revolving fund activities, in terms of tackling other human being needs besides
the economic improvement.
So far the small interventions
implemented by the program have been in to different directions:
Water provision
Up to now, 564 families (on
average about 2800 people) in three villages, El-Desemey, Dahshour and
Abo-Ragwan have already connected tap water in to their houses. According to the
beneficiaries reaction this small; intervention has have had a great impact in
terms of improving life conditions
Septic Tanks
Given the high cost for the
construction of complete sanitation system net, in the villages, and its limited
resources and technical competencies the Program, has decided to implement a
pilot project. After assessing the needs with the support of a consultant
engineer that proposed a low cost sanitary system, the activities have started.
So far, 36 extended families in Dahshour Village, have constructed their own
septic tanks, serving 540 people.
Issuing Identity
cards
The program seeks to enlarge
and promote beneficiaries participation to the civil life. In particular PAP
aims at support women full participation and provide them with the right to
benefit from social services. After a survey conducted in 4 CDAs, Abou Raghwan,
El Desamy, Omranya and Dahshour, a project started for the Issue of ID cards to
women. Up to now a total of 3641 women have issued their Ids. With this document
women are now able to access governmental and non-governmental services.
c- Training
Training
sections were held according the working plan and program needs and objectives
as follow:

Capacity building
Major
subjects tackled were: Strategic Planning and Financial Modeling.
Gender
related issue
A
local Ngo, Al Mubadra, organized training on Gender in the contest of Micro and
Small Enterprises. Besides the usual training continued to be organized,
together with New Horizon Program.
Beneficiary
Training and Assistance
Beneficiaries
were encouraged to participate to study visits to Dina Farm. The veterinary
supported constantly with his technical support the farmers participating to the
project.
Effective
Report Writing
In
order to improve PAP human resources skills and therefore performance a small
group of staff personnel participated to a course of report Writing organized at
the British Council.
English
Language and Computer Training
The
English language courses were organized on a regular basis at the premises of
the program for PAP and MISA staff.
SECDA seminar
A national seminar. was organized by SECDA on May 15th 2002, to discuss on the importance of the enhanccontribution of micro entrepreneurs to the country Export.
